Pollution limits set by the U.S. Environmental Protection Agency (EPA) aimed at cleaning up the Chesapeake Bay watershed are being fought by 21 states that fear it will result in the federal government taking away power from states to regulate water quality. A lawsuit brought by the American Farm Bureau and other groups was dismissed last September because a lower court ruled in favor of the EPA, six states and the District of Columbia, which voluntarily agreed to the plans.The lower court’s dismissal has been appealed to the U.S. Court of Appeals in Philadelphia.
