According to a recent story on WIVB News 4, there are more than 570 pending property transfer applications with the Erie County (New York) Department of Health waiting on septic tank and water well inspections.
The news station reports on the plight of one man, Robb Lewis, who closed on a property in Chaffee toward the end of 2019 with the hopes of starting a pet grooming company. His septic system failed an initial inspection, and he was required to put $12,000 into escrow to ensure it was fixed. The system was fixed in five days, but he’s been waiting on an inspection ever since because the county had closed down inspections for the 2019 season, and then COVID-19 has delayed them further into 2020.
Today, more than $9,000 of his original deposit is tied up in escrow awaiting the inspection. Meanwhile, he’s borrowing money from family and friends to survive.
“To me, it’s a rubber stamp and a signature,” Lewis tells the news station. “I can’t think of one good reason they can’t do this for people.”
